A Green Bay man accused of causing the death of an Oneida woman and $11,000 in property damage was found competent to stand trial at a hearing Thursday in Brown County Circuit Court.
Michael Lappen, 18, was ordered to undergo a competency exam by a court-appointed psychologist to determine whether he was fit to stand trial on a number of unrelated felony charges.
The claim of mental incompetence stems from injuries Lappen received during a July 25 traffic crash in the town of Hobart that killed a woman.
Lappen, who was the driver of one of the two vehicled involved in the accident, is charged with first-degree reckless homicide and two counts of second-degree reckless injury. According to the criminal complaint, Lappen was taking a joy ride with two friends through rural Hobart on July 25 after smoking crack cocaine.
Driving in excess of 80 miles per hour, Lappen ran a stop sign and struck the victim's car near the intersection of South Pinetree Road and Fernando Drive, the complaint said.
Police responding to the scene found Lappen lying next to the car with no pants on. A friend who was sitting in the back seat during the car ride told police a teenage girl was performing fellatio on Lappen during the ride.
In an unrelated case, Lappen is charged with seven counts of burglary and one count of criminal damage to property after he allegedly took part in a January vandalism spree. Because Lappen was on bail at the time of the incident, he faces a bail jumping charge.
Lappen's next court appearance in the felony charges will be a June 18 preliminary hearing.
