Former Kewaunee County Highway Commissioner Jim Jadin, who was convicted April 28 on three counts of misconduct in office, has agreed to a restitution amount to reimburse the county.
Jadin, 59, who previously paid $2,755 in fines and court costs for the charges, agreed to a restitution settlement of $1,307.87, said current county Highway Commissioner Dale Jandrain. As a result, a restitution hearing set for Oct. 14 at the Kewaunee County Courthouse was canceled.
Although a higher amount of restitution had been sought, Sup. Robert Weidner, who chairs the county's Highway Committee, said the county wasn't able to provide proof to claim more. He noted the statute of limitations prevented the county from making claims for restitution in theyears prior to when the charges applied.
Jadin, who retired as highway commissioner in 1999, was accused between the summer of 1996 and December 1998 of taking county gravel and using county equipment for his private projects, as well as assigning county employees on jobs for his excavating company, J. Jadin, Inc.
He faced two misdemeanor misconduct counts, while his company had been charged with a felony related to when he headed up the Kewaunee County Highway Department.
Jandrain said the restitution is mainly for labor and machine time. He noted Jadin agreed to pay:
- $1,208.56 for the "Skeeters Subdivision" project in Casco, in which county employees and equipment were used where Jadin's company had been contracted to perform work.
- $82.78 for the "Jerry Retzlaff" project in Luxemburg, in which a county truck and employees delivered stone to Retzlaff's property to place below a deck.
- $16.53 for the "Chuck Wagner" project in Red River, in which a county employee admitted delivering wooden posts to Wagner's home.
