Election preview: Newcomer, 10-year vet face off in county district 14

By Ray Barrington
News-Chronicle

Both candidates for the District 14 seat on the Brown County Board say the county must do more with less. Both agree that it's time to look at shared services.

For Michael Frohna, who is making his second run for public office, a new face on the board can bring a new look at appropriate allocations of limited resources.

"Our current supervisor has served for a decade. He has done some things well, but many of the supervisors have run out of political capital. Regardless of the merit in their ideas, working, productive relationships have soured, and personal boasting and bickering have intercepted progress," he said.

Frohna said he would decline the health and dental benefits offered to supervisors and work to eliminate the benefits, investing them in other programs.

"I want to ensure that we do not unduly shift costs from the county to the village. Similarly, I want to work with our state representative and senator to limit county mandates and cost shifting from Madison to Brown County," Frohna said.

The vice president of a consulting firm said he wants to limit county spending to growth in population percent plus growth in inflation percent.

Frohna also said he differed with incumbent Kevin Kuehn on accepting out of county voluntary patients to the county's Mental Health Center.

Kuehn, a print shop owner, said he supported combining such services as the 911 emergency dispatch center and tri-county recycling program.

"We also have to look at where we can get revenue. I supported numerous revenue enhancing programs from cross country skiing at the golf course to new marketing programs at the museum," he said.

Kuehn said he wants to see creativity.

"Naming rights and private-public partnerships have provided us with the revenue to build the new Allouez/De Pere (Kress Family) Library. We need to continue to create partnerships within and around the community," he said.

Kuehn, a print shop owner, said spending patterns should be "in check" with the growth of the community.

"I'm proud to have voted against exorbitant pay hikes. I also voted for the 2004 Brown County budget that reduced taxes in Allouez," he said.
