An article in Tuesday's paper referred to the legal status of domestic partnerships in Wisconsin. The constitutional amendment to define marriage between one man and one woman would ban civil unions and any arrangement "identical or substantially similar to that of marriage for unmarried individuals," according to Assembly Joint Resolution 66.
Rep. Mark Gundrum, R-New Berlin, a representative who introduced the bill, said it does not ban domestic partnerships offered by private companies, or ban domestic partnerships for state employees if the state ever decides to offer them.
Legislative Reference Bureau senior attorney, Pamela Kahler, said the bill's language is not clear whether domestic partnerships could be considered "substantially similar" to marriage and it is not clear whether the amendment would ban the state from someday offering domestic partnerships to its employees. "It's a matter of interpretation," she said.
Gundrum said the bill is not meant to prohibit domestic partnerships. State government does not offer domestic partnerships to its employees.
