As the Nov. 2 presidential election nears, political campaigns are mindful of voter fraud. One Republican Party of Wisconsin official reported a staff member's tip that people might be making unusual requests for water utility bills at the Green Bay Water Utility for purposes of election tampering.
Green Bay Water Utility Comptroller Keith Mueller, said that while utility bills are public record - meaning a neighbor could request a copy of someone else's water utility bill - there have been no unusual requests for water utility bill copies.
Customers seldom ask to pick up water utility bills in person, Mueller said. The office mails bills year-round, but most of its 35,000 customers receive a bill on a quarterly basis.
When asked if someone could falsely prove residence in Green Bay at the polling place by asking for a name change on a water bill, Mueller said, "It's possible that it could happen, but it'd be a lot of work on their part."
If someone asks to change a name on a water utility bill, the water utility follows a procedure to verify the customer's address.
The current resident or property owner would be notified of the petition to place the bill in someone else's name before the name change would take place.
Mueller said of the 35,000 customers served, which include homes, schools, and businesses, it is impossible to know everyone by face and name.
